Attleboro Police Chief Kyle Heagney announced today that the department has received funding for proactive traffic enforcement. The funding was in the form of a grant of $15,000.00 which will be used for high-visibility enforcement (H.V.E.) through September 2015.
The grant is funded by the Executive Office of Public Safety and Security (E.O.P.S.S.), Highway Safety Division and is titled the “Traffic Enforcement Grant Program”. The program will be administered by Captain Brett Poirier.
High-Visibility Enforcement patrols are a traffic safety approach designed to deter and change unlawful traffic behavior(s). High-Visibility Enforcement combines highly visible and proactive law enforcement targeting a specific traffic safety issue. Law enforcement efforts are combined with a public awareness strategy designed to educate the public and promote compliance with motor vehicle laws.
The grant provides for 5 deployments or mobilizations of personnel over the grant period. The deployments and their expected enforcement period are identified as:
- Speed & Aggressive Driving Enforcement” which ran from October 10th through October 31st of this year.
- Drive Sober or Get Pulled Over which will run from December 1st through January 1st, 2015.
- Distracted Driving” which will run between April 1st and May 1st, 2015.
- Click It or Ticket” which will run between May 11th and May 25th, 2015
According to the grant, seat belt use has improved to 75% in 2013 from 51% in 2002 due to the hard work of police officers throughout Massachusetts. According to the National Highway Traffic Safety Administration (N.H.T.S.A.) traffic enforcement which is conducted in conjunction with media advertisement is highly effective in raising safety belt use.

As part of the program, the department must adhere to guidelines developed and target days of the week and times of each day when the enforcement will be most effective.
